I live in an apartment on our church/meeting property. It has a huge picture window facing the street and parking lot. I have been tempted or inspired at times to put thoughts of encouragement, conviction, confrontation, what have you but have been tempered by a sense of a desire to avoid seeming divisive... or it's cowardice.

I'm not sure.

They are often of this type. Quite a commentary that this sentiment would be divisive in our meeting, no?

We have avoided any appearance of impropriety by only quoting things found in our officially approved book of Faith and Practice. Perhaps you could put up signs quoting the best you can find in your yearly meeting's statements... Even if that is going to look pushy to some people, maybe it's good to hold them to their highest selves.
